How Highmark Supplemental Medicare Plans Work in Pennsylvania

Original Medicare remains your primary insurance. Medicare processes an approved claim first, and the Highmark Medicare Supplement policy then pays according to the benefits included in your standardized plan.

Because the coverage works with Original Medicare, you can generally use any doctor, specialist or hospital in the United States that accepts Medicare. You are not limited to a local Highmark provider network, and referrals are generally unnecessary.

Medicare Supplement plans do not ordinarily include outpatient prescription drug coverage. Someone enrolling in a Medicare Supplement may also need a separate Medicare Part D prescription drug plan.

Which Highmark Medicare Supplement Plans Are Available?

Highmark’s Medicare Supplement availability varies by region and Medicare eligibility date.

Highmark’s 2026 Pennsylvania materials list the following options in Southeastern Pennsylvania:

  • Plan A
  • Plan B
  • Plan G
  • High-Deductible Plan G
  • Plan N

Highmark lists additional plan options in Central, Northeastern and Western Pennsylvania. Plans C, F and High-Deductible Plan F are limited to people who became eligible for Medicare before January 1, 2020.

Not every available plan is necessarily a good value for every applicant. Most people becoming eligible for Medicare today concentrate primarily on Plan G, High-Deductible Plan G and Plan N.

Highmark Medicare Supplement Plan G

Highmark Plan G provides the standardized benefits required of every Plan G policy.

Plan G generally pays the Medicare-approved costs remaining after Original Medicare pays, except for the annual Medicare Part B deductible. Once that deductible has been satisfied, Plan G provides extensive coverage for approved Part A and Part B cost-sharing.

Plan G also covers eligible Medicare Part B excess charges. This benefit may matter when receiving care in a state that permits non-participating Medicare providers to bill above Medicare’s approved amount.

A provider who has completely opted out of Medicare is different from a non-participating provider. An opted-out provider may require a private contract, and those private charges are not ordinary Medicare Part B excess charges. Plan G’s excess-charge benefit should not be viewed as blanket coverage for care from providers who have opted out of Medicare.

Plan G may be attractive to someone who prefers fewer copays and more predictable out-of-pocket costs. Whether Highmark Plan G is competitive depends on its premium compared with other companies offering the identical standardized benefits.

Highmark Medicare Supplement Plan N

Highmark Plan N provides many of the same core benefits as Plan G, but it includes more cost-sharing.

With Plan N, you remain responsible for:

  • The annual Medicare Part B deductible
  • A copay of up to $20 for certain office visits
  • A copay of up to $50 for an emergency room visit that does not result in an inpatient admission
  • Medicare Part B excess charges when legally permitted

In exchange for accepting those costs, Plan N often has a lower monthly premium than Plan G.

Pennsylvania law generally prohibits healthcare practitioners in Pennsylvania from balance billing Medicare beneficiaries above the applicable Medicare-approved amount. Therefore, excess charges are ordinarily not a concern when receiving covered care from practitioners in Pennsylvania.

However, Pennsylvania’s protection does not necessarily follow you when you travel. A Pennsylvania resident receiving care in another state that permits excess charges could be billed an eligible excess charge by a non-participating provider who does not accept Medicare assignment.

That out-of-state possibility does not automatically make Plan G the better choice. Excess charges remain relatively uncommon, and the premium difference between Plan G and Plan N may be more important. The right comparison depends on the rates, anticipated healthcare use and personal preference for predictable costs.

Highmark Plan G vs Plan N in Pennsylvania

The main difference between Highmark Plan G and Plan N is how the premium and potential out-of-pocket costs are divided.

Plan G usually has the higher premium but covers eligible Part B excess charges and does not impose Plan N’s office and emergency room copays.

Plan N may have the lower premium, but the policyholder accepts certain copays and potential excess-charge exposure outside Pennsylvania.

When comparing the two plans, consider:

  • The monthly premium difference
  • Possible office and emergency room copays
  • How frequently you receive medical care
  • Whether you travel or spend significant time outside Pennsylvania
  • Whether you prefer paying more in premium for fewer incidental costs
  • How the rates compare with other insurance companies

Plan G is not automatically better because it covers more. Plan N is not automatically better because it may cost less. The actual premium difference determines whether the additional Plan G benefits are worth buying.

Highmark Medicare Supplement Rates in Pennsylvania

Highmark Medicare Supplement rates can vary according to the applicant, plan and location. Relevant pricing factors may include:

  • Age
  • ZIP code or county
  • Gender
  • Tobacco status
  • Medicare eligibility date
  • Household discount eligibility
  • Selected plan
  • Payment method
  • Policy effective date

A Highmark Plan G should be compared with Plan G from other companies using identical applicant information. The same applies when comparing Plan N.

Because Medicare Supplement benefits are standardized, a higher premium does not purchase additional medical benefits within the same plan letter. A Highmark Plan G and another company’s Plan G provide the same standardized benefits.

The differences are primarily:

  • Premium
  • Available discounts
  • Rate history
  • Underwriting requirements
  • Company administration
  • Customer service
  • Financial strength

The least expensive company today is not automatically the best long-term choice. However, paying substantially more for a familiar name does not automatically provide better standardized coverage.

Are Highmark Medicare Supplement Plans a Good Choice?

Highmark Medicare Supplement plans may be a good choice when the rate is competitive and the policy fits the applicant’s needs.

Highmark’s familiar Pennsylvania presence may make some consumers comfortable, but the decision should still be based on an objective comparison. A Medicare Supplement policy should not be selected solely because someone previously had employer or individual coverage from the same company.

Before enrolling, compare:

  • Highmark’s current premium
  • The identical plan from other companies
  • Available household discounts
  • Recent and historical rate changes
  • Underwriting requirements
  • The difference between Plan G and Plan N
  • Your expected use of the coverage

If Highmark offers a competitive rate, it may deserve serious consideration. If another financially sound company provides the same standardized plan at a substantially better price, the other company may offer greater value.

Can You Switch to a Highmark Medicare Supplement Plan?

You may be able to switch from another Medicare Supplement company to Highmark, but approval is not automatic in every situation.

During your Medigap Open Enrollment Period, you can purchase any Medicare Supplement plan available to you without medical underwriting. Certain guaranteed-issue situations may also allow you to enroll without answering health questions.

Outside those protected periods, Highmark may require medical underwriting. The application could be approved, declined or subject to other applicable underwriting requirements.

Never cancel an existing Medicare Supplement policy until the new policy has been approved and you have confirmed its effective date.

Why Compare Highmark With Other Companies?

The purpose of comparing Highmark with other companies is not simply to find the lowest advertised rate. It is to determine which company offers the strongest overall value for your circumstances.

An independent Medicare broker can compare Highmark with other Medicare Supplement companies available in Pennsylvania. That comparison should use the same plan letter, applicant information, discounts and requested effective date.

No broker necessarily represents every insurance company available in Pennsylvania. You should feel comfortable asking which companies are being compared and whether any carriers are excluded from the quote.
