Effective January 1, 2026, Independence Blue Cross (IBX) no longer sells new Medicare Supplement plans in Pennsylvania. Existing policyholders may keep their current coverage, but new applicants will need to consider other Medicare Supplement companies.
Did Independence Blue Cross Discontinue Medicare Supplement Plans?
Independence Blue Cross Medicare Supplement plans are no longer available to new applicants in Pennsylvania.
Effective January 1, 2026, Independence Blue Cross, commonly called IBX, stopped selling new Medicare Supplement plans in Pennsylvania. Existing IBX Medicare Supplement policies remain in effect, so current policyholders do not automatically lose their coverage.
This change affects people applying for a new IBX Medicare Supplement policy. It does not mean that every current IBX policy was cancelled, and it does not mean that Independence Blue Cross stopped offering every type of Medicare coverage.

Did Independence Blue Cross Discontinue Medicare Supplement Plans?
Independence Blue Cross discontinued the sale of new Medicare Supplement policies in Pennsylvania.
The most accurate way to describe the change is:
- IBX no longer accepts new Medicare Supplement applications in Pennsylvania.
- Existing IBX Medicare Supplement policies remain effective.
- Current members may generally keep their policies.
- New applicants must consider another Medicare Supplement company.
IBX’s official Medicare Supplement page states that it stopped selling Medicare Supplement plans effective January 1, 2026, while all current Medicare Supplement plans remain effective.
Can I Keep My Current IBX Medicare Supplement Plan?
In most cases, yes.
Standardized Medicare Supplement policies are generally guaranteed renewable. This means the policy automatically renews each year as long as the required premiums are paid and the policyholder follows the policy terms.
Medicare states that a Medigap company generally cannot cancel a standardized policy merely because the policyholder develops medical problems or files claims. A company may terminate coverage in limited situations, such as nonpayment, material misrepresentation on the application, or the company becoming insolvent.
Therefore, IBX’s decision to stop selling new policies does not by itself require existing members to leave.
Does My IBX Medicare Supplement Coverage Still Work?
Yes, provided the policy remains active.
An existing IBX Medicare Supplement policy continues to work with Original Medicare. Medicare pays its share of approved covered expenses first, and the Medicare Supplement policy then pays according to the benefits of the plan letter.
For example:
- An IBX Plan G continues to provide the standardized benefits of Plan G.
- An IBX Plan N continues to provide the standardized benefits of Plan N.
- An existing Plan F continues to provide its applicable standardized benefits.
The closure of new sales does not change one plan letter into another.
Will My Doctors Still Accept My IBX Medicare Supplement Plan?
The decision to stop accepting new applications does not create a new IBX provider network for existing Medicare Supplement members.
Medicare Supplement coverage works with Original Medicare. Members can generally receive covered care from healthcare providers nationwide who accept Medicare.
This is different from Medicare Advantage, where an HMO or PPO may have a defined provider network.
Your doctor generally does not need to participate in a special IBX Medicare Supplement network.
Why Did Independence Blue Cross Stop Selling New Medicare Supplement Plans?
Independence Blue Cross has publicly confirmed the decision but has not provided a detailed public explanation for why it stopped selling the plans.
Insurance companies periodically review their products, pricing, enrollment, claims experience, administrative expenses, and long-term business strategy. However, we should not claim that any one of these factors caused the IBX decision unless the company publicly confirms it.
The important fact for consumers is that new sales ended while existing policies remained effective.
Did Independence Blue Cross Stop Offering All Medicare Plans?
No.
The change applies to Medicare Supplement plans sold to new Pennsylvania applicants. Independence Blue Cross continues to offer Medicare Advantage coverage in Pennsylvania.
IBX advertised both HMO and PPO Medicare Advantage options for 2026. Medicare Advantage is different from Medicare Supplement coverage and should not be treated as an automatic replacement for Medigap.
Medicare Supplement works alongside Original Medicare. Medicare Advantage is a private alternative way to receive Medicare Part A and Part B benefits.
A current IBX Medicare Supplement member does not have to join an IBX Medicare Advantage plan merely because new Medicare Supplement sales ended.
What Does This Mean for Someone Turning 65?
Someone newly enrolling in Medicare cannot purchase a new IBX Medicare Supplement policy in Pennsylvania.
However, other insurance companies continue to offer standardized Medicare Supplement plans. A new Medicare beneficiary can compare available Plan G, Plan N, and other eligible options from companies accepting applications in their area.
The medical benefits of a standardized plan letter are generally the same between companies. The differences may include:
- Monthly premium
- Household discount
- Rate history
- Financial strength
- Customer service
- Application requirements
- Additional noninsurance services
IBX’s name recognition may have made it a natural first choice for many Pennsylvania residents, but the lack of new IBX policies does not prevent someone from obtaining Medicare Supplement coverage from another company.
Should Current IBX Policyholders Switch Companies?
Not solely because IBX stopped accepting new applicants.
A current IBX policy may still provide appropriate coverage. Before considering a change, review:
- Your current premium
- The amount and frequency of recent rate increases
- Rates available from other companies
- Your health history
- Medical underwriting requirements
- Your plan letter
- Any household discount
- The financial benefit of changing
Someone with a competitive IBX premium may have little reason to leave.
Someone whose premium has increased substantially may benefit from comparing other Medicare Supplement companies. However, an attractive quote does not guarantee that a new company will approve the application.
Could Closing New Sales Affect Future IBX Rates?
Stopping new sales does not freeze the premiums charged to existing policyholders.
IBX may still request and implement approved premium changes for its existing Medicare Supplement policies. Current members should continue reviewing all premium notices and annual rate changes.
A policyholder should not assume that rates will rise sharply merely because new sales ended. At the same time, the policyholder should not assume that premiums will remain unchanged.
The practical approach is to review the premium periodically and compare it with current alternatives.
Can I Switch From IBX to Another Medicare Supplement Company?
You can apply for a Medicare Supplement policy with another company, but approval may depend on your circumstances.
Outside the six-month Medigap Open Enrollment Period or a guaranteed-issue situation, a new insurance company may require medical underwriting. Medicare explains that, in many cases, applicants do not have a federal right to switch policies without underwriting after their initial enrollment period.
Medical underwriting may involve questions about:
- Recent hospitalizations
- Pending procedures
- Cancer treatment
- Heart or circulatory conditions
- Oxygen use
- Mobility limitations
- Certain prescriptions
- Other health conditions
Each company may have different underwriting guidelines.
Does IBX Stopping New Sales Give Me a Guaranteed-Issue Right?
Not automatically.
IBX is keeping current Medicare Supplement policies in effect. The company is not terminating those existing policies simply because it stopped accepting new applicants.
A guaranteed-issue right generally applies only in specific circumstances defined by federal or state rules. A company closing a product to new applicants while allowing current members to remain does not necessarily create a guaranteed-issue right for those members.
Do not assume that another company must accept your application without health questions.
Should I Cancel My IBX Policy Before Applying Elsewhere?
No.
Never cancel an active Medicare Supplement policy while a new application is still pending.
The safer order is:
- Compare available plans and premiums.
- Review the new company’s underwriting questions.
- Submit the application.
- Wait for written approval.
- Confirm the final premium and effective date.
- Decide whether to keep the new policy.
- Cancel the old policy only after the replacement is secure.
Medicare advises policyholders not to cancel their original Medigap policy until they have decided to keep the new policy. A 30-day free-look period may require paying both premiums temporarily.
What If My IBX Premium Increased?
A premium increase does not mean your policy was cancelled or that your standardized benefits changed.
You have three basic options:
Keep the Existing Policy
This may make sense when the premium remains competitive or medical underwriting makes changing companies difficult.
Apply to Another Medicare Supplement Company
This may lower the premium when you can qualify medically or have a guaranteed-issue right.
Review a Different Plan Letter
In some situations, moving from Plan G to Plan N may reduce the premium. However, changing plan letters generally requires a new application and may involve underwriting.
Do not make a decision based only on the advertised starting premium. Compare the actual approved premium and the coverage differences.
Is IBX Still a Good Medicare Supplement Company for Existing Members?
IBX is no longer an option for new Medicare Supplement applicants in Pennsylvania, but that does not make every existing IBX policy a bad policy.
For a current member, the more important questions are:
- Is the policy active?
- Does the plan letter still fit your needs?
- Is the premium competitive?
- Have rate increases become excessive?
- Can you qualify for a better-priced alternative?
- Would changing plans produce meaningful savings?
The answer will differ from one policyholder to another.
How Can an Independent Medicare Broker Help?
An independent Medicare broker can help an IBX policyholder evaluate the policy without assuming that changing companies is automatically necessary.
A broker can help:
- Review the current IBX premium
- Compare rates from other companies
- Explain Plan G and Plan N differences
- Review underwriting questions before applying
- Identify possible guaranteed-issue rights
- Coordinate replacement effective dates
- Avoid cancelling coverage prematurely
- Determine whether staying with IBX is the safer choice
The objective should be finding the best overall value—not changing companies merely because IBX stopped selling new policies.
The Bottom Line
Independence Blue Cross stopped selling new Medicare Supplement plans in Pennsylvania effective January 1, 2026. Existing IBX Medicare Supplement plans remain effective.
Current policyholders generally do not need to take action solely because new sales ended.
Continue paying your premiums, review all notices from IBX, and compare rates periodically. Apply for replacement coverage only when there is a clear financial or coverage reason, and never cancel the existing policy until a new policy has been approved.
