The best Medicare Supplement Plan N companies in Pennsylvania depend on your age, ZIP code, sex, tobacco status, household-discount eligibility, and the rates available when you apply.

There is no single company that offers the lowest Plan N premium for every Pennsylvania resident.

Based on recent quotes I have reviewed in Bucks County, Montgomery County, Philadelphia, and the surrounding suburbs, Chubb—through Insurance Company of North America—has frequently offered some of the strongest Plan N pricing.

Humana can also be competitive, while Mutual of Omaha, HealthSpring, UnitedHealthcare, Highmark, Aetna, and other companies may be worth comparing depending on the applicant.

Rates change. A company that is the best choice today may not remain the best choice next year, and the lowest company for one person may be considerably more expensive for someone else.

Comparing Medicare Supplement Plan N Companies in Pennsylvania?

The best Plan N company depends on your age, ZIP code, health, available discounts, and current rates. Call or text Joe DeAngelis at 215-967-8828, or contact The DeAngelis Agency online. I can compare current Plan N rates from leading Pennsylvania companies and help you find the right combination of price and financial strength. There is no charge or obligation.

Which Are the Best Medicare Supplement Plan N Companies in Pennsylvania?

My current Pennsylvania Plan N comparison generally includes:

  1. Chubb through Insurance Company of North America
  2. Humana
  3. Mutual of Omaha
  4. HealthSpring
  5. UnitedHealthcare through AARP
  6. Highmark Medigap Blue
  7. Aetna-affiliated companies

This is not a permanent statewide ranking.

The order may change based on:

  • Your age
  • Your home ZIP code
  • Your sex
  • Tobacco use
  • Household discounts
  • The effective date
  • Current insurance-company rates
  • Medical underwriting eligibility

The correct comparison should use your personal information and current rates—not a generic online list.

What Does Medicare Supplement Plan N Cover?

Medicare Supplement Plan N provides strong protection against many of the major expenses left behind by Original Medicare.

Plan N generally covers:

  • Medicare Part A hospital coinsurance
  • Up to 365 additional hospital days after Medicare benefits are exhausted
  • The Medicare Part A hospital deductible
  • Skilled nursing facility coinsurance
  • Medicare Part B coinsurance, subject to certain copays
  • The first three pints of blood
  • Hospice coinsurance or copayments
  • Limited foreign-travel emergency expenses

Plan N does not pay the annual Medicare Part B deductible.

It also allows copayments of up to $20 for certain office visits and up to $50 for an emergency-room visit that does not result in an inpatient admission. Plan N does not cover Medicare Part B excess charges.

Does Every Plan N Company Provide the Same Medical Benefits?

Yes.

Medicare Supplement plans are standardized. Every standard Plan N must provide the same required Plan N medical benefits, regardless of which insurance company issues it.

A Plan N costing $110 per month does not provide less standardized medical coverage than a Plan N costing $190 per month.

The companies may differ in:

  • Monthly premiums
  • Household discounts
  • Rate history
  • Financial strength
  • Customer service
  • Billing procedures
  • Underwriting requirements
  • Fitness or wellness programs
  • Additional noninsurance services

The Pennsylvania Insurance Department explains that companies may charge different premiums even though policies with the same plan letter provide identical standardized benefits.

That makes price comparison extremely important.

Chubb Plan N Through Insurance Company of North America

Chubb is currently one of the first companies I check for Plan N applicants in southeastern Pennsylvania.

The legal issuing company may be Insurance Company of North America, commonly called INA. Applicants may see Chubb in marketing materials but Insurance Company of North America on the application, policy documents, billing records, or identification card.

Based on recent quotes I have reviewed:

  • Chubb has frequently offered highly competitive Plan N rates in Bucks County.
  • It has also been strong in Montgomery County and the Philadelphia suburbs.
  • Its position can vary by age, sex, ZIP code, and discount eligibility.
  • Chubb may not be the lowest company for every applicant.

Pennsylvania INA applications currently include a one-time $25 policy fee, which should be included when comparing the initial cost.

Chubb also reports that its core operating insurance companies maintain an A++ financial-strength rating from AM Best.

Why Chubb Plan N May Be Attractive

Chubb may appeal to someone who wants:

  • A competitive Plan N premium
  • Strong standardized coverage
  • A financially strong insurance organization
  • A company actively competing for new Plan N business
  • A lower premium than many Plan G options

The main reason Chubb deserves attention right now is the pricing I am seeing—not merely the company name.

Rates can change, so every applicant still needs a current comparison.

Humana Medicare Supplement Plan N

Humana is another company worth checking for Pennsylvania Plan N applicants.

Humana offers Medicare Supplement Plan N and describes it as covering Part B coinsurance except for the permitted office and emergency-room copays.

Humana may offer more than one Medicare Supplement product in a market. The products may have the same standardized Plan N medical benefits but different:

  • Premiums
  • Discounts
  • Fitness benefits
  • Additional services
  • Product names
  • Underwriting guidelines

For example, a lower-priced Humana product may not include the same fitness benefit as Humana’s standard Medicare Supplement product.

Why Humana Plan N May Be Attractive

Humana may deserve consideration when:

  • Its Plan N premium is competitive
  • The applicant values SilverSneakers or another included service
  • A household discount applies
  • The difference between Humana and Chubb is small
  • The applicant prefers Humana’s product features

The extra benefits should be weighed against the premium difference.

Paying substantially more for a gym benefit may not make sense for someone who will not use it. Paying moderately more may make sense for someone already spending $50 or more each month on a participating gym membership.

HealthSpring Medicare Supplement Plan N

HealthSpring is the current Medicare brand for the business formerly operated by Cigna Medicare.

HealthSpring actively markets Medicare Supplement Plan N. Its current Plan N information confirms the permitted office and emergency-room copays and the applicant’s responsibility for the Medicare Part B deductible.

HealthSpring policies may be issued by different legal insurance companies depending on the state and product.

Why HealthSpring Should Be Compared

HealthSpring may deserve consideration when:

  • Its current Pennsylvania rate is competitive
  • The applicant previously had a favorable experience with Cigna Medicare
  • A household discount applies
  • The applicant qualifies medically
  • The premium compares favorably with Chubb, Humana, and Mutual of Omaha

The Cigna-to-HealthSpring name change alone does not make the company better or worse. The important considerations are the current premium, issuing company, discounts, underwriting, and service.

UnitedHealthcare AARP Medicare Supplement Plan N

UnitedHealthcare offers AARP-branded Medicare Supplement Plan N in eligible areas.

Its 2026 Plan N materials describe coverage of the Medicare Part A deductible and the permitted office and emergency-room copays.

UnitedHealthcare may appeal to applicants who value:

  • A widely recognized brand
  • AARP-associated Medicare Supplement coverage
  • Member wellness services
  • A large customer-service operation
  • Renew Active fitness benefits when included

However, brand recognition does not guarantee the lowest Plan N rate.

In many comparisons, another company may offer the identical standardized Plan N benefits for a lower monthly premium.

Highmark Medigap Blue Plan N

Highmark offers Medigap Blue Plan N in Pennsylvania.

Highmark’s current materials confirm that Plan N is among its available Medicare Supplement choices. Highmark also offers an optional Whole Health Balance package that may add dental, vision, hearing, and fitness benefits for an additional monthly charge.

Highmark has strong local name recognition in Pennsylvania. However, its Plan N premiums are not always among the lowest rates I see in southeastern Pennsylvania.

When Highmark May Still Make Sense

Highmark may be worth considering when:

  • Its premium is competitive for the applicant
  • The applicant values the Highmark brand
  • The optional wellness package will be used
  • The applicant is comfortable paying more for those additional services
  • Underwriting with another company presents a problem

Do not pay a substantially higher premium solely because Highmark is locally familiar.

Aetna Medicare Supplement Plan N

Aetna-affiliated companies may also offer Medicare Supplement coverage in Pennsylvania.

Aetna should be included in a complete comparison, but its rates have not consistently been among the strongest prices I have recently seen in southeastern Pennsylvania.

That can change by:

  • Age
  • ZIP code
  • Sex
  • Tobacco status
  • Discount eligibility
  • Issuing company
  • Application date

Aetna may still produce a competitive result for a particular applicant, so it should not be dismissed without checking the actual quote.

Can New Applicants Buy Independence Blue Cross Plan N?

No.

Independence Blue Cross stopped selling new Medicare Supplement plans in Pennsylvania effective January 1, 2026. Existing IBX Medicare Supplement policies remain effective, but new applicants can no longer purchase an IBX Plan N.

That means Independence Blue Cross should not be included on a 2026 list of companies accepting new Pennsylvania Plan N applications.

Current IBX members generally do not need to leave merely because new sales ended. They should compare rates before deciding whether changing companies would be worthwhile.

Why Is Plan N So Attractive in Pennsylvania?

Plan N may offer one of the strongest combinations of coverage and premium savings available to Pennsylvania Medicare beneficiaries.

Compared with Plan G, Plan N generally leaves you responsible for:

  • The annual Medicare Part B deductible
  • Up to $20 for certain office visits
  • Up to $50 for an emergency-room visit that does not result in inpatient admission
  • Medicare Part B excess charges when they legally apply

Plan G also leaves you responsible for the Part B deductible, but it generally does not impose the Plan N office and emergency-room copays and does cover Part B excess charges.

In many Pennsylvania quotes I review, Plan N may save approximately $500 to $800 per year compared with Plan G.

That savings is not guaranteed. It varies by company, age, ZIP code, and application date.

Is Plan N Better Than Plan G?

Plan N is not automatically better than Plan G, but it may offer better value for many people.

Plan N May Be a Better Fit When You:

  • Want a lower monthly premium
  • Do not mind occasional office copays
  • Rarely use the emergency room
  • Expect the annual premium savings to exceed your copays
  • Receive most of your care in Pennsylvania
  • Prefer keeping more money rather than prepaying for every small expense

Plan G May Be a Better Fit When You:

  • Want fewer medical bills after the Part B deductible
  • Have frequent office visits
  • Prefer maximum predictability
  • Regularly receive care outside Pennsylvania
  • Find only a small premium difference between Plan G and Plan N
  • Do not want to think about excess charges

The best choice depends on the actual annual premium difference.

How Much Should Plan N Cost in Pennsylvania?

There is no one statewide Plan N premium.

The Pennsylvania Department of Aging reports that 2026 Medicare Supplement premiums across all plan letters range from approximately $49 to $300 per month. Actual premiums vary by policy, location, and other rating factors.

Your Plan N premium can be affected by:

  • Age
  • Sex
  • ZIP code
  • Tobacco status
  • Household discount
  • Insurance company
  • Pricing method
  • Requested effective date

Published rates should be treated only as examples. A current personalized quote is necessary.

Is the Cheapest Plan N Company Always the Best?

Usually, price should be one of the most important considerations because the standardized medical benefits are the same.

However, the lowest premium should also be reviewed alongside:

  • Financial strength
  • Rate history
  • Household-discount rules
  • Customer service
  • Billing reliability
  • Underwriting requirements
  • Additional benefits
  • The amount of actual savings

Saving $4 per month may not justify replacing an established policy.

Saving $40 or $60 per month may deserve serious consideration, assuming the new company approves the application.

Can You Switch Plan N Companies Later?

Possibly.

During your six-month Medigap Open Enrollment Period, you can generally purchase any Medicare Supplement policy sold in your state without being denied because of preexisting health conditions.

After that period, a new insurance company may require medical underwriting unless a guaranteed-issue right applies.

Underwriting may involve:

  • Health questions
  • Prescription history
  • Recent hospitalizations
  • Pending procedures
  • Chronic conditions
  • Medical equipment use
  • Other health information

Never cancel an existing Plan N while a replacement application is still pending.

Wait until the new company has:

  1. Approved the application
  2. Confirmed the premium
  3. Confirmed the effective date
  4. Issued the policy

How Can an Independent Medicare Broker Help?

An independent Medicare broker can compare several Plan N companies instead of presenting only one company’s product.

A useful comparison should include:

  • Current premiums
  • Household discounts
  • Chubb and INA policy details
  • Humana product differences
  • Mutual of Omaha rates
  • HealthSpring options
  • UnitedHealthcare pricing
  • Highmark premiums
  • Aetna-affiliated companies
  • Underwriting requirements
  • Plan G alternatives

I have been helping Medicare beneficiaries since 1985. My objective is not to force every applicant into the same company.

The objective is to identify the Plan N company offering the best combination of premium, financial strength, underwriting eligibility, and long-term value for that particular applicant.

The Bottom Line

The best Medicare Supplement Plan N companies in Pennsylvania can change based on the applicant and current rates.

Based on recent southeastern Pennsylvania quotes, Chubb through Insurance Company of North America is often one of the strongest Plan N options, particularly in Bucks County, Montgomery County, and the Philadelphia suburbs.

Humana may also be highly competitive. Mutual of Omaha, HealthSpring, UnitedHealthcare, Highmark, Aetna, and other companies should be reviewed when appropriate.

Independence Blue Cross is no longer accepting new Pennsylvania Medicare Supplement applications as of January 1, 2026.

Do not select a company based solely on a famous name or an online national ranking. Compare the actual premium, discounts, issuing company, financial strength, underwriting requirements, and value available for your specific situation.
