Why There Is No Single Philadelphia County Plan N Price

A Medicare Supplement premium advertised online may be based on a 65-year-old applicant, a particular ZIP code, a household discount or other assumptions that do not apply to you.

Philadelphia County includes many different ZIP codes and household arrangements. An applicant living alone in Center City may not receive the same rate or discounts as a married applicant living in Northeast Philadelphia, even when both applicants want Medicare Supplement Plan N.

A useful Plan N quote must account for:

  • Your age on the policy’s effective date
  • Your residential Philadelphia ZIP code
  • Your gender, where permitted
  • Your tobacco status
  • Household-discount eligibility
  • Your requested coverage date
  • The insurance company’s current rates
  • Application, policy or membership fees
  • Your selected payment method

Every company should be quoted using the same applicant information and effective date. Otherwise, one policy may appear less expensive simply because the quotes were prepared using different assumptions.

Can Plan N Rates Differ Between Philadelphia ZIP Codes?

Yes. Residential ZIP code can affect a Medicare Supplement premium. Philadelphia County and the City of Philadelphia cover the same geographic area, but that does not necessarily mean every Philadelphia ZIP code receives identical pricing from every insurance company.

Someone looking for coverage in Chestnut Hill, Roxborough or Mount Airy should use the ZIP code where the policyholder actually resides. The same is true for residents of Center City, South Philadelphia, West Philadelphia, Fox Chase, Bustleton, Somerton and other Philadelphia neighborhoods.

A premium calculated for a Bucks County or Montgomery County ZIP code should not be represented as a Philadelphia County rate. This page therefore does not reuse the pricing examples published on our other county pages.

How Household Discounts Affect Plan N Costs in Philadelphia

A household discount can materially reduce the monthly premium, but the qualification rules are not the same with every insurance company.

Depending on the company, eligibility may be based on:

  • Living with a spouse or another adult
  • How long the adults have lived together
  • Whether both people purchase coverage from the company
  • The relationship between household members
  • Whether the applicant lives alone

This can be particularly important in Philadelphia, where a household may include spouses, partners, adult children, siblings or other relatives. Living with another adult does not automatically guarantee a household discount.

Every quote should clearly show whether a household discount has already been included and whether an application, policy or membership fee applies.

How Age Affects Philadelphia County Plan N Costs

Age can have a significant effect on your Medicare Supplement premium. Many Pennsylvania Medicare Supplement policies use attained-age pricing, which means the premium is based partly on your current age.

An applicant enrolling at age 65 may therefore receive a different Plan N premium than someone applying at age 70 or 75. Insurance companies may also request general rate increases affecting a larger group of policyholders.

The lowest introductory premium is not guaranteed to remain the lowest premium in future years. No insurance company or broker can guarantee future Medicare Supplement rates.

Available rate history can provide useful context, but it cannot predict exactly how a company will price its policies in the future.

What Does Medicare Supplement Plan N Cover?

Medicare Supplement Plan N works with Original Medicare and helps pay many of the healthcare expenses Medicare does not pay completely.

Standard Plan N coverage generally includes:

  • The Medicare Part A hospital deductible
  • Medicare Part A hospital coinsurance
  • Up to 365 additional hospital days after Medicare benefits are exhausted
  • Skilled-nursing facility coinsurance
  • Medicare Part A hospice coinsurance or copayments
  • The first three pints of blood
  • Most Medicare Part B coinsurance
  • Limited foreign-travel emergency coverage

Plan N does not cover the annual Medicare Part B deductible.

After that deductible is satisfied, Plan N may require a copayment of up to $20 for certain office visits. It may also require a copayment of up to $50 for an emergency-room visit that does not result in an inpatient admission.

Do Philadelphia Hospitals and Doctors Accept Plan N?

A standard Medicare Supplement Plan N policy does not use a private insurance-company provider network. You can generally receive Medicare-covered care from any doctor or hospital nationwide that accepts Original Medicare.

This is important for Philadelphia residents because medical care may be received through different hospitals, medical schools, physician groups and healthcare systems throughout Philadelphia and its surrounding counties.

Your choice of Plan N insurance company ordinarily does not determine which Medicare-participating Philadelphia doctors you can use. A higher-priced Plan N does not purchase a larger Original Medicare provider network.

Medicare SELECT policies are an exception. They may require policyholders to use particular hospitals or providers to receive full supplemental benefits except in emergencies. Confirm whether a quoted policy is a standard Medicare Supplement or a Medicare SELECT policy before enrolling.

How Pennsylvania’s Excess-Charge Law Affects Philadelphia Residents

Plan N does not cover Medicare Part B excess charges. However, Pennsylvania prohibits healthcare practitioners from billing Medicare beneficiaries above the Medicare-approved amount for Medicare-covered services received in Pennsylvania.

Therefore, the absence of excess-charge coverage generally is not a concern when a Philadelphia resident receives Medicare-covered care in Philadelphia or elsewhere in Pennsylvania. Plan N’s applicable office and emergency-room copays can still apply.

Pennsylvania’s protection applies to where the medical service is received. Philadelphia residents sometimes receive scheduled medical care in New Jersey, Delaware or another state. When receiving care outside Pennsylvania, ask whether the provider accepts Medicare assignment because another state’s rules may differ.

A provider who has formally opted out of Medicare is a separate issue. Services provided under a valid private contract generally are not paid by Medicare or Plan N.

Plan N Compared With Plan G in Philadelphia County

The most important financial difference between Plan N and Plan G is usually the monthly premium compared with Plan N’s possible copays.

Plan G generally costs more each month but pays the remaining Medicare-approved Part B coinsurance after the annual Part B deductible is satisfied. Plan N may cost less but can leave you responsible for certain office and emergency-room copays.

Philadelphia residents should compare:

  • The exact monthly premium for each plan
  • The annual difference between the premiums
  • How frequently they expect office visits
  • The possibility of emergency-room copays
  • How much they value predictable medical expenses
  • Whether they regularly receive medical care outside Pennsylvania

For example, a $45 monthly difference equals $540 in annual premium savings. It would take 27 office visits at the full $20 copay to equal that premium difference. Not every medical appointment necessarily results in the maximum Plan N office copay.

An expensive Plan N does not cover more basic Medicare-approved expenses than a competitively priced standard Plan N. The additional premium pays for the same standardized plan letter.

Price should not necessarily be the only consideration. The goal is to compare the complete first-year cost and relevant company information rather than selecting the first advertised premium.

When Can Philadelphia Residents Enroll in Plan N?

Your six-month Medicare Supplement Open Enrollment Period generally begins when you are at least 65 and enrolled in Medicare Part B. During this protected period, an insurance company cannot deny an eligible application or charge more because of health conditions.

Philadelphia County residents leaving employer coverage should carefully coordinate their Medicare Part B date, employer coverage termination and Medicare Supplement effective date to prevent an unintended coverage gap.

After a protected enrollment period ends, medical underwriting may apply unless you have a guaranteed-issue right or another protected enrollment opportunity.

Medicare’s October 15 through December 7 Annual Enrollment Period does not create a new annual Medicare Supplement Open Enrollment Period.

Can You Change Plan N Companies Later?

You may apply to change Medicare Supplement companies during the year, but approval is not always guaranteed. Outside a protected enrollment situation, the new insurance company may review your medical history and ask health questions.

Before replacing an existing policy:

  • Submit the new application
  • Wait for the underwriting decision
  • Confirm the approved premium
  • Confirm the new policy’s effective date
  • Review all fees and discount requirements
  • Keep the existing coverage active until the replacement is approved

Never cancel an existing Medicare Supplement policy merely because you submitted an application for replacement coverage.
