Best Medicare Supplement Plans in Pennsylvania for 2026

There is no single Medicare Supplement plan that is best for every Pennsylvania beneficiary. However, Plan G and Plan N are usually the two strongest options for people becoming eligible for Medicare today.

Plan G: Best for Predictable Healthcare Costs

Medicare Supplement Plan G is generally the best fit for someone who wants broad coverage and as few unexpected medical bills as possible.

After you pay the annual Medicare Part B deductible, Plan G generally covers the remaining Medicare-approved deductibles, coinsurance and copayments included in the standardized plan.

Plan G may be the better choice when:

  • You prefer highly predictable healthcare expenses
  • You do not want Plan N office or emergency-room copayments
  • The premium difference between Plan G and Plan N is relatively small
  • You frequently receive medical care outside Pennsylvania
  • You are willing to pay a higher monthly premium for simplicity

Plan G also covers qualifying Medicare Part B excess charges when they are legally permitted. However, Pennsylvania’s protection against excess charges makes that benefit less important for care received within the state.

Plan N: Best Overall Value for Many Pennsylvania Beneficiaries

Medicare Supplement Plan N often has a lower monthly premium than Plan G while providing the same standardized major hospital benefits.

With Plan N, you remain responsible for:

  • The annual Medicare Part B deductible
  • A copayment of up to $20 for some office visits
  • A copayment of up to $50 for an emergency-room visit that does not result in inpatient admission

Plan F covers the Medicare Part B deductible in addition to the benefits covered by Plan G. However, Plan F is generally available only to people who became eligible for Medicare before January 1, 2020.

People eligible for Plan F should compare its current premium with Plan G and Plan N instead of assuming that the plan with the most benefits automatically provides the best value. People who became eligible for Medicare on or after January 1, 2020 generally cannot purchase Plan F.

Suppose Plan N costs $40 less per month than Plan G. That produces $480 in annual premium savings. Even ten office visits with the full $20 copayment would total $200, leaving an estimated $280 in savings before considering any other differences.

How Pennsylvania’s Excess-Charge Law Affects the Decision

Plan G covers Medicare Part B excess charges, while Plan N does not. This difference matters less in Pennsylvania than it does in states where excess charges are permitted.

Under Pennsylvania’s Health Care Practitioners Medicare Fee Control Act, healthcare practitioners generally cannot balance bill Medicare beneficiaries above the Medicare-approved amount for covered services received in Pennsylvania.

This protection applies based on where you receive care. A Pennsylvania resident receiving care in another state may encounter different excess-charge rules. Someone who frequently schedules medical care outside Pennsylvania should include that possibility when comparing Plan G and Plan N.

An opt-out provider is also different from a non-participating Medicare provider. Plan G’s excess-charge benefit does not cover unlimited private-contract charges from a provider who has opted out of Medicare.

How Much Do Medicare Supplement Plans Cost in Pennsylvania in 2026?

Pennsylvania’s PA MEDI program reports that 2026 Medicare Supplement premiums range from $49 to $300 per month.

That is a broad statewide range covering different plan letters, applicants and locations. It is not a specific Plan G or Plan N quote.

Your actual premium may depend on:

  • Your age
  • Your Pennsylvania ZIP code
  • Your sex
  • Tobacco status
  • The Medicare Supplement plan selected
  • The insurance company
  • Available household discounts
  • The policy’s effective date
  • Other company rating factors

The same Plan G coverage can be priced very differently by two insurance companies. The same is true for Plan N. That makes comparing companies nearly as important as choosing the plan letter.

Which Medicare Supplement Company Is Best in Pennsylvania?

There is no permanent statewide winner. The company offering the strongest Plan N value for one applicant may not offer the best Plan G value for someone of a different age or in another Pennsylvania ZIP code.

The medical benefits of standardized Medicare Supplement plans do not change with the insurance company. Every standard Plan G provides the same standardized medical benefits, and every standard Plan N provides the same standardized medical benefits.

How I Compare Medicare Supplement Plans for Pennsylvania Clients

  6. Comparing the insurance companies represented by the agency
  7. Remaining available after enrollment when questions or problems arise

The answer is not always to change plans or select the company with the lowest initial premium. Sometimes the most appropriate recommendation is to keep the coverage you already have.

When Is the Best Time to Buy a Medicare Supplement Plan?

Your six-month Medigap Open Enrollment Period begins the first month you have Medicare Part B and are 65 or older.

During this one-time enrollment period, you can generally purchase any Medicare Supplement plan available to you without being declined because of your health.

After that period, you may still apply for a different Medicare Supplement policy, but the insurance company may ask health questions and use medical underwriting. Approval is not guaranteed unless you qualify for a guaranteed-issue right or another applicable protection.

Do not cancel an existing Medicare Supplement policy until your new coverage has been approved and you have confirmed its premium and effective date.
